Important change:
If you want to keep the old behaviour where submissions auto transition to the next state after two reviews set:
TRANSITION_AFTER_REVIEWS = 2
By default it is set to False so no auto transition happens. Thanks to this setting Hypha implementers can now set it to a value of their choosing.
